Developer's JEA Permitting
JEA Self-Permitting began November 19, 2001. In accordance with Section 403.1815 of the Florida Statutes, JEA has been delegated the authority to independently regulate the construction of water and sewer lines that are twelve (12") inches in diameter or less provided JEA will own the collection and transmission facilities to be constructed. The delegation also includes authority to regulate the construction of pump stations that will be wholly owned by JEA. Please note, the delegation only gives JEA jurisdiction over the JEA system and construction within Duval County limits.

What Projects are Eligible for a JEA Permit?

Water Systems

  1. System is located entirely within Duval County.
  2. All lines in the system are 12" in diameter or less.
  3. All offsite water mains will be owned and operated by JEA once they are put into service.
  4. On-site water systems not being dedicated to JEA are still eligible for a JEA water permit.

Sewer Systems

  1. System is located entirely within Duval County.
  2. All lines in the system are 12" in diameter or less.
  3. All offsite force mains and gravity systems will be owned and operated by JEA once they are put into service.
  4. Any pump station which will be wholly owned and operated by JEA.

If a project meets the above criteria, a JEA permit application must be submitted in lieu of a Florida Department of Environmental Protection (FDEP) construction application. No permit fees are required for a JEA permit.

Projects that are located outside Duval County, or that require piping over twelve inches, or will not be dedicated to JEA will still require a FDEP construction permit. Below is a link to the FDEP permitting web page:

JEA Sewer & Water Availability

In order for JEA's Development Team to evaluate your request for water and/or sewer service as quickly and accurately as possible, we request that you complete an availability request form. This form can be sent either by e-mail, or can be printed and mailed or faxed. Please allow 5 business days for processing of requests.

When completing the form, please include with your application the following information:

  • Indicate or include a site location map and the real estate number (RE:) (Duval Co.) or other property information number (PIN) which clearly identifies the property for which you are requesting service.
  • If the proposed development is a Development of Regional Impact (D.R.I.), Planned Unit Development (P.U.D.), Commercial or Industrial Development, please include or attach a brief description of the project.
  • Include scope of the project, such as, proposed installation, the type of facilities that are planned including potable water, fire protection, irrigation and/or wastewater uses for site.
